It explores individuals' willingness to express opinions online. The research findings (N=140) show evidence of the spiral of silence phenomenon in the Twitter social media setting. Symptoms of the Spiral of Silence were found in the variable of Twitter exposure's influence on opinion climate conformity (t-statistic, 2.303) and the variable of agreement with the 'mudik' (homecoming) ban's influence on the fear of isolation (t-statistic, 4.203), indicating a significant effect. A significant influence was also found concerning the fear of the ITE Law (Electronic Information and Transactions Law) and the fear of buzzers and doxing. Agreement with the 'mudik' ban influenced the fear of buzzers and doxing (t-statistic, 2.486). Agreement with antigen/PCR tests as a travel requirement influenced the fear of the ITE Law (t-statistic, 2.651), and agreement with antigen/PCR tests as a travel requirement also influenced the fear of buzzers and doxing (t-statistic, 2.481). However, the fear of isolation, the ITE Law, buzzers, and doxing did not significantly influence the variable of willingness to express opinions.
The research method used a qualitative approach with a case study design, involving in-depth interviews with local people, Madurese migrants, and community leaders, as well as secondary data analysis from media coverage and related literature. The results showed that negative stereotypes of Madurese migrants were formed through media narratives and personal experiences, which then manifested in the form of discrimination, social segregation, and decreased intergroup trust. The tendency of Madurese migrants to form homogeneous groups as a response to prejudice actually widens social gaps and inhibits integration. This finding reinforces Bar-Tal's (1997) stereotyping theory and Goffman's (1963) stigma, while confirming the negative impact of generalization of criminality on social cohesion. This study recommends intercultural education, a more responsible role for the media, and inclusive policies to mitigate stereotypes and promote harmonious social interactions.

Keywords : criminality stereotypes, social interaction, Surabaya society, Madurese migrants.
Dinar Mahkota Parameswari Nikmah Suryandari Copyright (c) 2025 DIALEKTIKA KOMUNIKA: Jurnal Kajian Komunikasi dan Pembangunan Daerah 2025-10-21 2025-10-21 13 1 49 57 10.33592/dk.v13i1.7318
