PENGARUH KUALITAS SUMBER DAYA MANUSIA DAN BUDAYA ORGANISASI TERHADAP KINERJA PEGAWAI PADA BADAN PERENCANAAN PEMBANGUNAN DAERAH KABUPATEN BIMA
Abstract
This study aims to identify and analyze the influence of human resource quality and organizational culture on employee performance levels within the Regional Development Planning Agency of Bima Regency. The research method used is a quantitative approach with a survey technique as the main method. Meanwhile, the population in this study was all staff working at the Regional Development Planning Agency of Bima Regency, totaling 60 people. Sampling was carried out using a saturated sampling technique involving all 60 employees. Data collection techniques were by distributing questionnaires, interviews, and observations. Before entering the main analysis stage, the instrument was tested using validity and reliability tests. Furthermore, a significance test in the form of a t-test was used to determine the effect of independent variables separately on the dependent variable. The results of the study 1) the quality of human resources has a significant influence on performance (sig. 0.001 <0.05) with a calculated t value of 3.472> t table 1.985. Improving the quality of human resources has an influence on performance which in turn strengthens the effectiveness in planning and implementing regional development programs. 2) Organizational culture has a significant effect on performance (sig. 0.012 < 0.05) with a calculated t-value of 2.583 > t-table 1.985. The importance of developing a healthy and visionary organizational culture within the Bima Regency Bappeda (Regional Development Planning Agency) is a key strategy for sustainably improving employee performance.
