Abstract

This study aims to analyze the implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline and Tangerang Mayor Regulation Number 106 of 2023 concerning Civil Servant Income Allowances and their impact on attendance levels of civil servants at the Secretariat of the Tangerang City Regional House of Representatives. Using a normative juridical and empirical approach with a qualitative descriptive method, data were collected through document studies, interviews, and field observations. The findings reveal that both regulations have provided a comprehensive legal framework to improve discipline and attendance management among civil servants. The implementation has positively influenced attendance consistency, reduced disciplinary violations, and enhanced accountability in human resource management. However, issues such as weak supervision, limited understanding of the rules, and adaptation to new attendance systems remain challenges. Strengthening monitoring mechanisms, consistent enforcement, and continuous training are essential to ensure sustainable effectiveness of these regulations in improving civil servant performance and public service quality.
