ANALISIS YURIDIS PENEGAKAN HUKUM TERPADU (GAKKUMDU) DALAM MENANGANI TINDAK PIDANA PEMILU PADA PEMILU TAHUN 2024 DI PROVINSI DKI JAKARTA
Abstract
This thesis examines the juridical analysis of Integrated Law Enforcement (Gakkumdu) in handling election-related crimes during the 2024 General Election at the Election Supervisory Agency (Bawaslu) of DKI Jakarta Province. The Gakkumdu Center, a collaboration between Bawaslu, the Indonesian National Police, and the Attorney General’s Office, was established to ensure effective, swift, and coordinated law enforcement against election-related criminal violations. This study aims to analyze the juridical basis for the establishment of the Gakkumdu Center, its role and effectiveness in addressing election crimes, and the challenges faced in implementing its policies. The research employs a normative juridical approach with qualitative analysis, examining legislative regulations such as Law No. 7 of 2017 on General Elections, as well as secondary data including reports, official documents, and related literature. The findings indicate that the Gakkumdu Center has a strong legal foundation but faces challenges such as limited inter-agency coordination, inadequate resources, and technical complexities in election law enforcement. This thesis recommends strengthening regulations, enhancing human resource capacity, and optimizing inter-agency synergy to improve the effectiveness of the Gakkumdu Center in handling election crimes, thereby safeguarding the integrity and democracy of the electoral process.
