Abstract

Soft power in handling acts of terrorism refers to an approach that does not rely solely on armed force, but emphasizes persuasion, diplomacy, and the strengthening of positive values to prevent and address extremism. This study aims to reduce the potential for radicalization and create conditions that support social harmony through education, community empowerment, and the dissemination of strong alternative narratives. The objective of this thesis is to identify and analyze the efforts of the West Nusa Tenggara Regional Police in handling the bombing incident at the Umar bin Khattab Islamic Boarding School in Bima, West Nusa Tenggara, as well as to examine the investigation process carried out by the police in addressing the case. The research employs a normative juridical method, which is conducted based on primary legal materials by reviewing legal theories, concepts, principles, and statutory regulations relevant to the study. The findings show that the handling of the explosion case at the UBK Islamic Boarding School by the West Nusa Tenggara Regional Police demonstrates a humanistic and soft power–based approach. The defendant, Abrory, was legally proven to have committed an act of terrorism under Law No. 15 of 2003 and was initially sentenced to 17 years in prison by the Tangerang District Court, but the sentence was increased to life imprisonment on appeal.
