Abstract

With the internet, it can lead to a crime called cyber crime, and cyberbullying is included in its class. The ITE Law is regulated to deal with crimes in cyberspace. This study has a problem whether the ITE Law has been effective or not, and what are the factors that cause social media users to cyberbully. This research was conducted empirically-normatively, with interview technique and literature study, using differential association theory. From this research get 5 (five) factors causing it. And, the ITE Law is still pro and contra in answering whether it has been effective or not, because there are still many articles that have multiple interpretations and can also be seen from the way law enforcers enforce the rules of the ITE Law. His advice, of course, is that the government and law enforcers must be able to carry out a rule well and make the rule a useful and fair law for the community.
