Abstract

This research is titled "Implementation of the Islamic Boarding School Sanitation (Sanitren) Program Policy as a Flagship Program of the Regent of Tangerang (2019–2024). " It is motivated by the limited sanitation facilities in *Salafi* Islamic boarding schools (*pesantren*) in Tangerang Regency, which impacts the health of the students (*santri*). The study aims to analyse the implementation of the Sanitren programme policy, identify supporting and inhibiting factors, and formulate policy recommendations to enhance the programme's effectiveness and sustainability. A descriptive qualitative method with a case study approach was employed, utilising the Van Meter and Van Horn policy implementation model. Data were collected through semi-structured interviews, field observations, and document analysis, involving key informants such as local government officials, programme facilitators, and the leadership of beneficiary *pesantren*. The results indicate that while the programme's objectives are clear, implementation faces challenges—including fluctuating annual achievements, limited human and financial resources, and suboptimal inter-organisational coordination. Supporting factors include local government commitment, regulatory support, and *pesantren* participation, whereas inhibiting factors include budget delays, a shortage of technical personnel, and socio-cultural resistance. Recommendations include strengthening stakeholder communication, enhancing human resource capacity, and implementing participatory strategies grounded in *pesantren* culture to ensure programme sustainability.
