Abstract
This study examines in depth community participation in the development of *Griya Harmoni Warga* (GHW) in Tangerang City, a project representing the government's commitment to providing inclusive public facilities. Employing a qualitative approach, the study analyses resident involvement across all project stages—from decision-making and programme implementation to the utilisation of the completed facility and subsequent evaluation. The primary focus is to identify the enabling and inhibiting factors affecting the quality and sustainability of community participation in this community-based development initiative. The findings reveal that community participation in the GHW project varies across different dimensions. Regarding decision-making, residents actively voiced their aspirations concerning the facility's location and multifunctional design through the *Musrenbang* (development planning deliberation) process; the government accommodated these views, although the final decision remained with the bureaucracy. During programme implementation, a spirit of *gotong royong* (mutual cooperation) and collective resident initiative was prominent, supported by active government facilitation. GHW utilisation for various social activities is high, though not yet evenly distributed across all segments of society, indicating a need for more effective outreach strategies. However, participation in the evaluation phase remains informal and has not yet been integrated into the government's formal systems. Enabling factors include open discussion forums, a responsive bureaucratic commitment, the vital role of community leaders as communication bridges, the facility's functional relevance to residents' needs, and a strong spirit of mutual cooperation. Conversely, inhibiting factors include limited community authority in final decision-making, the absence of formal participatory mechanisms for evaluation, information gaps and internal coordination issues, the dominance of bureaucratic approaches in evaluation, and uneven distribution of initiative among residents. The GHW development in Tangerang City represents a promising model of participation, yet it faces challenges in achieving full community empowerment. Recommendations include strengthening participatory evaluation mechanisms, improving the quality of outreach and information dissemination, building community capacity, and integrating informal initiatives into formal frameworks to ensure the facility's sustainability and optimal social impact.
