Abstract

Teachers who have undergone certification are expected to demonstrate a high level of professionalism; however, some certified teachers have yet to show significant progress. This is evidenced by the inability of certain certified teachers to implement instructional innovations within the school. The objectives of this study are to analyse the professional competence of teachers following the certification programme at SMK Matusha Dwi Elang (Cibungbulang District), to identify factors supporting this professional competence, and to analyse the obstacles hindering it. This study employs a qualitative descriptive approach—specifically field research—utilising data collection methods such as interviews, observation, and document analysis. Data validity was verified using triangulation techniques. Data analysis involved three components: data reduction, data display, and conclusion drawing (data verification). The results indicate that while the professional competence of certified teachers is reasonably satisfactory, it has not yet reached the expected level. The certification programme, intended to enhance both teacher professionalism and welfare, has not been fully realised as intended; research findings reveal that certified teachers at SMK Matusha Dwi Elang do not yet meet the established criteria for professional teachers. Supporting factors include teacher welfare (specifically certification allowances), school leadership policies encouraging participation in professional development activities, and the personal efforts of certified teachers to engage in continuous learning. Conversely, obstacles to enhancing professionalism include the difficulty of controlling and maintaining teacher quality standards, as well as the limited active involvement of the local education office (or KCD) in conducting systematic activities directly aimed at improving teacher professionalism.
