STUDI IMPLEMENTASI KEBIJAKAN KAMPUS RESILIENSI BENCANA GEMPA MEGATHRUST SEBAGAI UPAYA PEMENUHAN SATUAN PENDIDIKAN AMAN BENCANA DI UNIVERSITAS ISLAM SYEKH YUSUF
Abstract
This study aims to analyse the implementation of a megathrust earthquake resilience policy at Syekh Yusuf Islamic University (UNIS) from the perspective of educational administration, as part of efforts to establish a Disaster-Safe Education Unit (SPAB). A qualitative approach was employed using a case study method involving observations; in-depth interviews with campus administrators, students, and external stakeholders; as well as an analysis of policy documents. Data analysis utilised the Van Meter & Van Horn policy implementation model—covering dimensions such as policy standards, resources, implementer dispositions, and communication—combined with Holling’s resilience theory, which encompasses the capabilities to persist, adapt, and recover. The results indicate that the implementation of the disaster resilience policy at UNIS faces obstacles regarding educational administration, including a lack of risk-based operational policies, limited human resources and infrastructure, weak inter-unit coordination, and the failure to integrate disaster management systems into campus governance. In response, this study proposes the concept of "Integrative Higher Education Resilience"—a resilience model combining strategic disaster resilience policies, human resource capacity building through disaster education and training, the development of operational procedures and contingency plans based on digital learning, and penta-helix collaboration among government, the private sector, communities, academia, and the media, rather than relying solely on the physical structural integrity of buildings. This concept extends policy implementation theory by incorporating the dimension of educational administration integration into disaster risk management and offers a model that other higher education institutions could adopt to build sustainable resilience and establish SPABs within the higher education environment.
