Abstract

This study aims to optimise public policy regarding sports infrastructure development, focusing on the implementation of the Paralympic Training Center (PTC) project in Karanganyar by the Ministry of Youth and Sports (Kemenpora). Grounded in Law Number 11 of 2022 concerning Sports and Presidential Regulation Number 86 of 2021 concerning the Grand Design of National Sports, this research employs a qualitative method with a case study approach. Data were collected through in-depth interviews with key stakeholders, including officials from Kemenpora, the National Paralympic Committee of Indonesia (NPCI), the Ministry of Public Works and Public Housing (PUPR), and the local community surrounding the PTC. The findings indicate that inter-agency collaboration and more effective oversight are crucial to enhancing the success of the PTC development. This study makes a significant contribution to sports policy planning in Indonesia, particularly in supporting athletes with disabilities.
