Abstract

Human Resource Management (HRM) in educational institutions encompasses more than just administration and daily tasks; it involves mobilising potential, fostering enthusiasm, and creating a work environment that encourages growth. This study aims to examine the HRM orientation at Al Firdaus Kindergarten in Indramayu Regency and assess its impact on the performance of teachers and staff. Employing a qualitative approach and a case study method, data were gathered through in-depth interviews, direct observation, and document analysis. The findings reveal that HRM practices at the institution remain conventional—prioritising discipline and compliance while lacking a focus on sustainable capacity building. Although teacher and staff performance remains stable, it is confined to routine tasks, offering limited scope for innovation and minimal recognition for outstanding performance. A harmonious work environment and a strong religious atmosphere serve as supporting factors for HRM implementation. However, obstacles include a lack of HR development policies and resource limitations. This study underscores the importance of shifting management orientation from merely operating a system to adopting a strategic approach that cultivates professionalism and dynamic work quality within early childhood education institutions.
