The research questions address the role of communication, resources, implementer disposition, and bureaucratic structure in implementing the P4GN program. This study employed a qualitative approach with a case study method. Data were obtained through in-depth interviews, observation, and documentation. Key informants included the head of the BNN in Tangerang City, technical implementation staff, and representatives from the National Unity and Politics Agency (Kesbangpol). Supporting informants included community leaders, anti-drug volunteers, and neighborhood administrators from the program's target areas. The SWOT analysis indicates that the BNN in Tangerang City's P4GN program falls into Quadrant I (Aggressive Strategy), with strengths in the institutional structure, regulatory support, and the enthusiasm of implementers, as well as opportunities from technological developments, cross-sector collaboration, and increased public awareness. Challenges arise from limited resources and weak synergy between agencies. To translate the SWOT strategy into measurable operational forms, a Balanced Scorecard (BSC) approach was used. The financial perspective focuses on budget efficiency and funding partnerships. The customer perspective focuses on increasing community participation. The internal process perspective emphasizes strengthening cross-agency coordination and standard operating procedures (SOPs). The learning and growth perspective focuses on enhancing human resource capacity and reward systems. Tangerang City is experiencing rapid economic growth and development, resulting in continuous fluctuations in land prices. This study used multiple linear regression analysis to determine the extent to which spatial planning, infrastructure, and accessibility policies affect land prices. The results indicate that spatial planning policies have a significant influence on land prices, where good spatial planning can increase property values. Adequate infrastructure also plays a crucial role in determining land prices, particularly the availability of public facilities that support community life. Furthermore, accessibility is a key factor in increasing the attractiveness of an area, so the easier a location is to reach, the higher the land value. Overall, these three variables have a strong influence on land prices, both individually and collectively. Therefore, more optimal policies in spatial planning, equitable distribution of infrastructure development, and increased accessibility are needed to maintain control over land prices and support sustainable economic growth. Teacher discipline is a key factor in improving educational quality, as it directly impacts the teaching and learning process and student character development. The purpose of this study was to determine the level of teacher discipline at MI Al-Ikhlas Tirtajaya, the strategies implemented by madrasah principals to foster this discipline, and the effectiveness of these strategies in improving teacher discipline. This research used a qualitative approach with a case study method. Data collection techniques included observation, in-depth interviews, and documentation. Informants in this study included madrasah principals, supervisors, senior teachers, madrasah operators, and committee chairs. The results showed that madrasah principals implemented various strategies, including setting an example, socializing and reinforcing rules, conducting regular supervision and monitoring, providing rewards and punishments, and using a humanistic and persuasive approach. This strategy has proven quite effective in improving teacher discipline, both in terms of attendance, work responsibility, and compliance with regulations. Researchers recommend that madrasah principals continue to improve consistency in implementing the strategy, involve all madrasah stakeholders in discipline development, and establish a measurable evaluation system. The background of this research is based on the importance of improving teacher quality and professionalism in facing the changing paradigm of national education, particularly in the implementation of the Merdeka Curriculum, which demands teachers to be more adaptive, reflective, and innovative. PMM is a digital platform designed to support the independent and sustainable development of teacher competencies. This study used a qualitative descriptive approach with a case study method. Data collection techniques were carried out through observation, in-depth interviews with teachers, principals, and supervisors, and documentation of teacher activities in using PMM. The data obtained were analyzed using the Miles and Huberman interactive model, which includes data reduction, data presentation, and conclusion drawing. The results indicate that the use of PMM contributes significantly to improving teachers' pedagogical, professional, social, and personal competencies. PMM helps teachers design more contextualized learning, implement differentiated learning, engage in self-reflection, and build professional collaboration. Furthermore, the PMM also plays a role in integrating teacher performance data through activity documentation features, automated reporting, and connectivity with the SIASN system, which supports objective and structured teacher performance assessments. The conclusion of this study is that the PMM has a positive impact on improving overall teacher performance. As an educational leader, the principal must assume full responsibility for the smooth implementation of teaching and learning activities at his/her school. Therefore, the principal plays a crucial role and carries significant responsibilities, requiring a high level of expertise in various fields, particularly in his/her role as a leader and manager in the implementation of the learning process at school. Leadership issues always leave a compelling impression, as the success or failure of an organization depends, among other things, on the quality of his/her role: the ability to influence, motivate, and direct the behavior of individuals or groups to achieve specific goals in specific situations. The principal, as the highest leader of the school, is considered successful if he/she is able to improve teacher performance through various learning activities that focus on teachers' abilities to practice teaching in the school. Therefore, the principal must be able to fulfill his/her roles and responsibilities as an education provider, educational leader, educational supervisor, and educational administrator, guiding other educational staff and utilizing and maintaining facilities and infrastructure. In addition to the principal's participatory leadership style influencing teacher performance, teacher motivation is also a factor. This study aims to analyze the influence of principal leadership and teacher work motivation on learning effectiveness, with teacher competency as an intervening variable. This study used a quantitative approach with a survey method because the data obtained from the research instrument are numerical and the data processing uses statistics. The research background is based on the fact that learning quality still faces challenges, particularly in terms of the effectiveness of academic supervision and the regularity of teacher learning administration. This study used a quantitative approach with explanatory methods and path analysis techniques to test the causal relationships between the variables studied. The subjects were teachers at SMP Negeri 1 Margaasih. </em><em>The analysis results showed that teacher administration had a significant effect on teacher competence</em><em>, while academic supervision showed a positive but insignificant effect. In the model of influence on the quality of the learning process, teacher administration was again the most significantly influential variable, </em><em>while academic supervision and teacher competence did not show significant effects. The indirect effect through teacher competence showed a small contribution but still acted as a mediator. The study's conclusion confirms that teacher administration is a dominant factor in improving the quality of the learning process. Meanwhile, weaknesses in the implementation of academic supervision and the suboptimal manifestation of teacher competency in teaching practice demonstrate the need for ongoing development and comprehensive strengthening of teacher professional capacity. The study used a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results indicate that the village head implemented participatory, communicative, and collaborative leadership strategies, thereby increasing community awareness and involvement in development. Supporting factors in this study included a spirit of mutual cooperation, village government support, and open leadership. Challenges encountered included budget limitations, differing interests, and varying levels of participation among residents. The evaluation was conducted using the CIPP (Context, Input, Process, Product) model from Stufflebeam (2003) and effectiveness indicators according to Sutrisno (2010), including programme understanding, on-target, on-time, goal achievement, and tangible change. Data were collected through interviews with key informants, including school supervisors, teachers, parents, and students, then analysed qualitatively. The results showed that the training programme was effective in improving teachers' conceptual understanding of KOSP and P5, in line with the needs of the Independent Curriculum and the Pancasila Student Profile. Teachers were actively involved in discussions, simulations, and presentations, although technical implementation in the classroom still requires ongoing guidance. The programme was relevant, implemented on time, and achieved its short-term objectives, with increased teacher competence, creativity, and proactive attitudes in developing learning. However, several aspects need to be strengthened, including continued mentoring, expanding the training duration, updating modules based on local wisdom projects, strengthening teacher collaboration, and increasing parent and community involvement. This study aims to examine the implementation of moral education policies at the Insan Cendekia State Islamic Senior High School (MAN) in Central Bangka through George C. Edwards' public policy implementation theory, which highlights four key factors: communication, resources, implementer disposition, and organizational structure. The method used was a descriptive qualitative approach, and data collection techniques included interviews, observation, and documentation. The results indicate that the moral education policy has been implemented effectively through structured programs and adequate institutional support. Teachers, students, and the madrasah management demonstrate a positive commitment to implementing moral values. However, strengthening teacher competencies and collaboration with parents still needs to be improved to optimize and sustain competency outcomes. The background of the study is based on the importance of transparency, accountability, and optimization of BOS fund use as a government effort to improve the quality of education, particularly in post-disaster areas such as Sigi Regency. The main focus of the study is to evaluate the planning, management, and allocation processes of BOS funds and to assess their impact on the quality of learning in schools. The research questions include how BOS funds are managed, the extent to which funds are allocated for operational learning needs, the impact of management on educational quality, and the factors influencing their effectiveness. This study used a qualitative approach with a case study method. Data were collected through in-depth interviews, observation, and documentation, involving the principal, treasurer, teachers, and the school committee as key informants. Data analysis was conducted thematically based on the categories of planning, implementation, supervision, and learning outcomes. The results indicate that BOS fund management at Sukma Bangsa Senior High School in Sigi has been carried out transparently, efficiently, and accountably in accordance with the principles of School-Based Management (SBM). The School Operational Assistance (BOS) funds are used to support operational learning needs, procurement of infrastructure, teacher training, and other supporting activities that have a positive impact on improving the quality of learning. Challenges faced include limited funding, reliance on accountability reports, and coordination challenges among stakeholders. However, overall, the management of BOS funds at this school is effective and contributes significantly to supporting a quality learning process. The effectiveness dimension measures the extent to which program goals and objectives are achieved, including timeliness, relevance of results to the needs of Regional Apparatus Organizations (OPD), quality of work, and contribution to public services. Efficiency is evaluated by comparing inputs and outputs, encompassing financial, administrative, and operational aspects, to optimize results with minimal resource utilization. Adequacy assesses the program's ability to comprehensively address problems, including resource availability and adaptation to technical complexity. Finally, responsiveness examines the policy's ability to adaptively respond to the needs, expectations, and changes in the target environment. Interviews with key informants from various OPDs indicate that Type I Self-Management Programs are generally considered effective due to their speed of response and the relevance of results to field needs, particularly in urgent situations. However, effectiveness still faces challenges related to limited human resources and the number of technical personnel. In terms of efficiency, this model is widely recognized for its ability to save budget and implementation time, primarily due to the absence of third parties and the optimization of internal resources. This also impacts ease of supervision and accuracy of work targets. However, perceptions regarding adequacy vary. Some informants assessed resources as adequate and responsive to needs, while others highlighted budget limitations compared to the high volume of maintenance requests. Equity, although pursued through priority scales and zoning, still faces challenges of inequality due to the decentralized system and resource constraints. Type I Self-Management in Tangerang City demonstrates high responsiveness to urgent needs in the field, supported by process flexibility and internal team expertise. This model reflects the adaptability essential to good governance. Implications of this research highlight the need to strengthen the capacity of technical teams, increase budgets, and develop more transparent and participatory planning and reporting systems. Well-organized administration plays a crucial role in supporting the effectiveness of the learning process and achieving educational goals in schools. The research method used was qualitative with a descriptive approach. Data were collected through observation, interviews, and documentation involving principals, teachers, and school supervisors. The results indicate that systematic and continuous supervision can increase compliance with educational regulations, improve teaching effectiveness, and enhance teacher discipline. However, obstacles remain in the implementation of supervision, such as a shortage of supervisors, limited supporting facilities, and a suboptimal understanding of administrative policies. Based on these findings, more effective supervision strategies are needed, such as the use of digital technology for administrative record-keeping, increasing the capacity of supervisors, and implementing a performance-based evaluation system. Informants included the principal, teachers, students, and other relevant parties. Data analysis was conducted interactively through data reduction, data presentation, and conclusion drawing. The research results show that the leadership of the madrasah principal at MTs NW Benteng has significantly contributed to improving student discipline through exemplary behavior, fostering habits, and reinforcing discipline, as well as creating a positive and religious learning climate. Using a quantitative survey approach with multiple linear regression analysis, data were collected through Likert-scale questionnaires and documentation. The results revealed that when the Independent Curriculum is optimally implemented—empowering teachers to design lesson plans, express pedagogical creativity, and implement project-based learning—teacher performance significantly improves, reflecting motivation, professionalism, and innovation in teaching and learning activities. Conversely, a high administrative burden—including multiple lesson plan (RPP) documents, reporting learning outcomes, data entry through digital platforms such as PMM, and mandatory training and certification—has been shown to consume teaching time, cause stress, and hinder teaching innovation. Overall, the combination of supportive curriculum implementation and excessive administrative burden has a compounding effect: teacher performance improves only when the administrative burden is managed efficiently. When it is not, the quality of learning—including student engagement, teaching effectiveness, and learning outcomes—has the potential to decline. These findings support the recommendation to develop policies that balance both factors: strengthening the implementation of the Independent Curriculum while reducing or simplifying the administrative burden on teachers. For example, implementing an integrated performance management feature in the PMM (Public Relations and Management Supervisory Agency) to reduce duplication in reporting and free teachers from repetitive manual documentation. Supporting strategies also include technical training, the effective use of administrative technology, and the implementation of document reduction policies, such as eliminating the requirement for complex teaching modules. Narratively, this study confirms that the success of the Independent Curriculum in improving teacher performance and learning quality depends heavily on reducing insubstantial administrative burdens. This outreach program was designed to raise public awareness and understanding of the importance of their role in election oversight to ensure a transparent and accountable democratic process. This study used a qualitative approach using in-depth interviews, observation, and documentation. The results indicate that despite the implementation of various outreach activities, such as seminars, public discussions, and volunteer training, the level of public involvement in oversight remains relatively low. Several factors contributing to this low level of public participation include low political literacy, limited access to information, and the inconsistency of outreach methods with the social and cultural characteristics of the local community. This study also identified that the communication strategy employed by Bawaslu was not fully effective in reaching all levels of society, particularly vulnerable groups and first-time voters. This study used a qualitative approach with a case study method. Data collection techniques included in-depth interviews, observation, and documentation with village officials and community informants. The results indicate that communication among village officials is both formal and informal, with vertical and horizontal communication patterns. Although communication generally operates quite well, obstacles exist, such as a lack of communication skills, limited information resources, and low community participation. Furthermore, factors supporting communication include the leadership of the village head, a culture of community mutual cooperation, and the increasingly optimized use of digital media. The low level of PKB at Al Asriyyah Nurul Iman Junior High School demonstrates that government efforts to improve teacher professionalism have not been successful. This study aimed to determine the influence of principal leadership and school culture, through work ethic, on the professionalism of junior high school teachers in Bogor Regency. This study employed path analysis through two regression analyses: 1) a regression analysis between principal leadership, school culture, and work ethic on teacher professionalism, and 2) a regression analysis between principal leadership and school culture on work ethic. The functioning of the intervening variables was tested using the online Sobel Test Calculator. The results of the regression analysis obtained standardized coefficients for the principal leadership variable of 0.068, for school culture of 0.502, and for work ethic of 0.254. The results of the regression analysis obtained standardized coefficients for the principal leadership variable of 0.342 and for school culture of 0.38. The Sobel test results yielded a Sobel test statistic of 2.12 with a significance level of 0.017. The Sobel test results yielded a Sobel test statistic of 2.216 with a significance level of 0.01. Deviant behavior by adolescents violates criminal law norms and is a common problem for adolescents, both within the family, school, and community. If not handled properly, juvenile delinquency can escalate into criminal behavior and lead to imprisonment. This study aims to analyze in depth how madrasah principals and stakeholders attempt to develop strategies to mitigate juvenile delinquency. It also explores the principals' strategies for hindering the process of mitigating juvenile delinquency during its implementation. The method used was a descriptive qualitative approach, with data collection techniques including in-depth interviews, participant observation, and documentation. Informants included madrasah principals, student affairs officers, guidance counselors, homeroom teachers, police officers, and parents. The research results indicate that this mitigation strategy is addressed through the implementation of a management information system with communication media, collaboration with government agencies and guidance from the school, development of standard operating procedures (SOPs) with warning letters and disciplinary provisions, and supervision by school stakeholders. The purpose of this study is to examine in depth how madrasah principals' leadership patterns are applied to foster teacher performance, effectively manage educational facilities and infrastructure, and create a school environment that supports the teaching and learning process. This study used a descriptive qualitative approach with a single case study conducted at MTs Khudrinnur. Data were collected through observation, in-depth interviews, and documentation, then analyzed thematically. The results indicate that madrasah principals implement participatory and supportive leadership patterns in developing teachers, namely through routine supervision, personal approaches, and motivation. In managing infrastructure, madrasah principals strive to optimize the effective use of existing facilities and involve teachers in the needs planning process. Meanwhile, in creating a conducive school environment, madrasah principals foster harmonious communication, prioritize family values, and create a safe and comfortable school atmosphere. This research contributes to strengthening Islamic educational leadership practices at the madrasah level, particularly in rural areas. The research focuses on two aspects: KIM development, which includes aspects of direction, motivation, supervision, and coordination, and the supporting and inhibiting factors that influence the effectiveness of this development. This study used a qualitative approach, collecting data through in-depth interviews, observation, and documentation with six key informants from the village government, KIM administrators, and other relevant parties. The results indicate that KIM development still faces several obstacles. The direction provided by the village government and the Communication and Information Agency is largely general in nature, thus lacking clear technical guidance. Motivation of KIM members is also low due to the lack of incentives and rewards. Supervision of KIM performance is limited to annual reports without ongoing routine monitoring. Meanwhile, coordination between stakeholders has not been optimal, resulting in delays in the flow of information to the public. On the other hand, several supporting factors strengthen KIM's position, including formal regulations in the form of the Sinjai Regent's Regulation on KIM, support from the village government, and opportunities offered by developments in information technology. However, inhibiting factors are also significant, such as low public digital literacy, limited human resource competency within KIM, weak coordination, and minimal incentives and rewards. Therefore, it can be concluded that KIM's success in supporting public services depends heavily on targeted, intensive, and continuous development. HI PAUD is viewed as a strategic approach to achieving comprehensive basic child services, including education, health, nutrition, care, and child protection. The main focus of the study is to explore how collaboration between local actors, village institutions, and cross-sectoral interventions promotes the implementation of HI PAUD, as well as to examine the challenges and gaps that arise in practice. The research method used is a qualitative case study, with data collection techniques including in-depth interviews, participant observation, and document analysis. Data were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña (2014) and a thematic approach with open and axial coding. The results indicate that HI PAUD has been institutionalized through Village Regulations and the establishment of a HI PAUD Sub-Task Force. Collaboration between institutions such as PAUD units, Integrated Service Posts (Posyandu), BKB, KPAD, village government, and development partners is active, although still informal and dependent on external initiatives. Practices such as cross-gender parenting, the use of local foods, the Youth Integrated Service Post (Posyandu Remaja), and health education have shown positive changes in early childhood care patterns and services. However, key challenges include unequal support for state-owned early childhood education institutions (PAUD), suboptimal formal cross-sectoral coordination, and low program literacy among implementers. This study concludes that HI PAUD in Enonapi Village has grown as a community-based service ecosystem but is not yet fully established institutionally. The background of this study is the importance of internal and external factors that influence the quality of educators in carrying out their professional roles. The study was conducted using a quantitative approach through a survey method. All 31 teachers at Sompong 49 Public Elementary School were selected as respondents using a total sampling technique. The research instrument was a 39-item questionnaire that had been tested for validity and reliability. Data were analyzed using multiple linear regression with the assistance of SPSS version 20. The analysis results indicate that working conditions significantly contribute to improving educator performance, with a calculated t value of 2.112 &gt; t table 2.048 and a significance level of 0.04. The motivation variable showed results that require further review because, although the calculated t value is &lt; t table, the significance value is &lt; 0.05. Professional competence was shown to have a significant influence, with a calculated t value of 3.387 and a significance level of 0.02. Collectively, the three independent variables significantly contribute to performance quality, as evidenced by the calculated F of 5.484 &gt; Ftable 3.35, with a significance level of 0.004. The coefficient of determination (R²) of 0.379 indicates that 37.9% of the variation in performance is explained by the research variables, while the remainder is influenced by factors outside the model. These findings confirm that improving teacher performance can be achieved through creating a conducive work environment, providing motivational support, and continuously developing professional competencies. This study aims to analyze the effectiveness of sea and land traffic supervision conducted by the Meranti Islands Regency Transportation Agency and identify obstacles to the implementation of this policy. The methodology used in this study is descriptive qualitative with an empirical juridical approach. Data collection techniques were conducted through field observations, in-depth interviews with the Transportation Agency, and documentation studies related to regional transportation regulations. The results indicate that sea traffic supervision focuses on shipping safety and the operation of public ports, while land supervision focuses on road transportation order and road safety facilities. However, the effectiveness of supervision is still hampered by limited personnel with special certifications, a lack of supporting infrastructure (such as patrol boats and vehicle testing equipment), and the vast and difficult-to-reach geographical area. The purpose of this study is to answer the following questions: 1) How is communication implemented in Regent Regulation Number 5 of 2023? 2) What are the resources used in implementing Regent Regulation Number 5 of 2023? 3) What is the disposition of implementing Regent Regulation Number 5 of 2023? 4) What is the bureaucratic structure used in implementing Regent Regulation Number 5 of 2023? This study used qualitative research methods. Regarding the communication aspect (transmission, clarity, and consistency), five important factors were identified that contributed to the program's success: 1) communication strategy, 2) communication actors, 3) communication activities, 4) communication materials packaged in Makassarese, and 5) communication channels. In this communication aspect, there is also innovation in conveying messages about stunting prevention using the Makassar language with the tagline Gassing Nganre. From the assessment of the resource aspect in the implementation of Gowa Regent Regulation Number 5 of 2023, it can be concluded that resource allocation has been effective with the support of sufficient and competent staff, utilization of social and institutional resources, availability of sufficient communication materials and SOPs, and adequate support facilities. In this resource aspect, there are also social/institutional and cultural resources, economic resources, and technological resources, which have great potential in implementing the acceleration of stunting reduction. Meanwhile, the bureaucratic system aspect consisting of SOPs and fragmentation implemented in the implementation of the stunting reduction acceleration program in Gowa Regency is considered quite effective due to collaboration and coordination from leaders to staff, as well as among fellow staff from across government work units. Continuity and simultaneous steps to achieve common goals will only be achieved if the bureaucratic system works effectively under the direction of effective leadership. PMM is a policy of the Ministry of Education, Culture, Research, and Technology designed to support the implementation of the Merdeka Curriculum and serve as an instrument for teacher development and performance assessment. The research method used was a qualitative descriptive approach, with data collection techniques through interviews, observation, and documentation. Data analysis was conducted using William N. Dunn's policy evaluation model, which encompasses six dimensions: effectiveness, efficiency, adequacy, fairness, responsiveness, and accuracy. The results indicate that the implementation of PMM at SMPN 3 Karang Bahagia has been quite effective in facilitating teachers' access to materials, reflection, and independent competency development. From an efficiency perspective, the use of PMM helps save time in performance reporting, although technical challenges related to the internet network remain. Regarding adequacy, PMM is considered to support most teachers' needs but has not fully resolved the administrative burden. In terms of fairness, platform access is relatively equitable for all teachers, but differences in digital literacy skills remain a challenge. The responsiveness aspect indicates that teachers feel the available features are helpful, although some features are not yet optimally utilized. Meanwhile, in terms of accuracy, this policy is deemed relevant to the need to improve educational quality but still requires improved infrastructure and ongoing mentoring.
