The provision of religious grants in Tangerang City aims to support the achievement of goals, programs, activities, and sub-activities of the Regional government in accordance with the Regional interest in supporting the implementation of government, development, and community functions by taking into account the principles of justice, appropriateness, rationality, and benefits for the community. The grant policy implementation model approach in this study uses the concept of policy implementation from George Edward regarding the determinants of successful policy implementation, namely policy communication, policy resources, disposition and bureaucratic structure. The qualitative research method was used to describe the implementation of the grant policy organized by the People's Welfare Section of the Tangerang City Regional Secretariat by using analytical techniques through the data collection process of observation, interviews and observation which then conducted data reduction, data display and verification of conclusions through triangulation techniques. The research findings provide information that the implementation of the grant policy has been carried out well, although optimization efforts are needed regarding policy communication, policy resources, policy disposition and bureaucratic structure policy. Implementation of the grant policy requires coordination and communication that is carried out continuously and continuously. One of the coordination and communication media that can be used is by conducting socialization during pre-disbursement of religious grants, during grant disbursement and post-disbursement of grants. The implementation of the policy of converting structural positions to functional positions in the field of archives at the Ministry of State Secretariat has several effects on the implementation of archival tasks and functions. This research uses a descriptive method with a qualitative approach conducted at the Bureau of Administration and Presidential Archives of the Ministry of State Secretariat. Data sources were taken from interviews with key informants and informants, the results of field observations, and several related laws and regulations documents. This research uses George Erdward III's policy implementation theory and SWOT analysis. The results of the research obtained several supporting factors for the implementation of the position conversion policy, namely that the policy in question is a policy that comes from top management to bottom management, the Associate Expert Archivist and Junior Expert Archivist resulting from the conversion of positions do not experience a decrease in takehome pay, the retirement age of the Associate Expert Archivist is increasing in length. This research is motivated by the existence of micro, small and medium enterprises in Pondok Bahar which experience several problems such as the existence of limited capital and lack of access to banking, lack of understanding of business management management for new entrepreneurs, especially those related to financial management, lack of mastery of digital promotional media to develop businesses and still lack of coaching, management guidance and improvement of human resources of micro, small and medium enterprises. The concept to measure empowerment uses the stages of empowerment, namely determining the work area, socialization, implementing activities, organizing, awareness, advocacy and politicization, while to describe training using the parameters of training participants, trainers, materials and methods. Then to describe mentoring using the parameters of facilitation, strengthening, protection, and maintenance. Qualitative research methods were used to answer the research problems that had been formulated. Data analysis used observation, interview and documentation techniques. The sample used in this study were all Civil Servants (PNS) at the Benda District Office, Tangerang City, totaling 52 respondents. Research data obtained from the results of filling out questionnaires and analyzed using multiple linear regression analysis techniques with the help of the SPSS version 23 program. The improvement is focused on four aspects of values, namely obedience to worship, tolerance, caring and responsibility. This research is a classroom action research which was conducted in three cycles. The subject of the research was class XI students totaling 26 students. The collaborators in this study were the XI grade teacher as the executor of the action and the researcher as the observer. Data collection was done through observation, interviews, field notes and document analysis. Data analysis was carried out qualitatively with techniques developed by Miles and Huberman. The results showed that the learning process of civic education subjects with the application of value clarification techniques can improve students' social behavior in the value aspects of obedience to worship, tolerance, care and responsibility. Learning actions are carried out by clarifying values tailored to civic education subject matter, by applying question and answer models, contextual children's stories, case analysis and group discussions to train cooperation, mutual respect and understanding of others. The increase can be observed in the positive behavior of students with proportions: 1) obedience to worship, cycle I 41.35%, cycle II 50.48% and cycle III 71.15%; 2) tolerance, cycle I 39.90%, cycle II 52.88% and cycle III 74.99%; 3) caring, cycle I 41.15%, cycle II 50.38%, and cycle III 71.54%; 4) responsibility, cycle I 38.46%, cycle II 59.61% and cycle III 72.31%.The increase in student behavior is balanced by an increase in student learning outcomes in each cycle, cycle I student learning outcomes reached an average of 62, cycle II an average of 69 and cycle III 77.5.The improvement in learning outcomes is shown by students' seriousness and responsibility in doing and completing tasks from the teacher.</em></p> <p><strong><em>Keywords:</em></strong><em> Social behavior, Value clarification technique, Civics learning.</em></p> Nurleila Nurleila, Dafyar Eliadi H, Hardjito S Darmojo Copyright (c) 2023 Perspektif : Jurnal Ilmu Administrasi https://ejournal.unis.ac.id/index.php/perspektif/article/view/4332 Wed, 13 Dec 2023 00:00:00 +0700 ANALISIS KINERJA APARATUR SIPIL NEGARA (ASN) PADA BADAN PENGELOLA KEUANGAN DAERAH (BPKD) KOTA TANGERANG (Studi Bidang Sekretariat BPKD) https://ejournal.unis.ac.id/index.php/perspektif/article/view/4334 <p><em>This study aims to analyze Employee Performance at the Tangerang City Regional Financial </em><em>Management Agency (case study of the Secretariat field).</em></p> <p><em>The approach used in this research is a qualitative approach, which is based on the author's observations in the field, the actual situation found during the research is described by collecting data, clarifying and analyzing to obtain a formulation to analyze the problem at hand. Qualitative research methods are then used, which try to provide a description of the situation in the field, so that the method aims to collect data to draw conclusions from the research. </em></p> <p><em>The results of this study indicate that: 1. The quality of performance services with motivation and encouragement when carrying out tasks at the Tangerang City Regional Financial Management Agency, seems to pay less attention to employee performance and rarely provides encouragement to employees and motivation is always given, in different ways and forms. 2.
