Employing a qualitative descriptive approach, this research explores the perceptions and experiences of informants, including the library head as the key informant, library staff as main informants, and visitors as supporting informants. Data were collected through in-depth interviews, direct field observations, and documentation of the library’s facilities and activities. The data were analyzed using the Miles and Huberman model, encompassing data reduction, data display, and systematic verification of conclusions. The findings reveal that the modernization of library facilities, including the provision of comfortable reading spaces and technological amenities such as free Wi-Fi access, are dominant factors encouraging increased reading interest, particularly among students and university attendees. Furthermore, professional and friendly staff services contribute positively to visitor satisfaction. Nevertheless, this study identifies challenges such as the limited availability of the latest book collections and suboptimal promotion of literacy programs, which impact the library’s ability to reach a broader audience. This research was conducted in OPD within the Tangerang City Government. This research uses a quantitative method with an electronic questionnaire instrument that is distributed digitally to ASN who have the authority to prepare planning in each OPD as respondents. This study uses path analysis using two models. Based on the results of the first model study, it was found that sectoral statistical data (X1), geospatial data (X2), and financial data (X3) have a significant direct effect on the Tangerang one data application (Z). And in the second structural model, it was found that sectoral statistical data (X1), geospatial data (X2), financial data (X3), and Tangerang One data application (Z) have a significant direct effect on development planning (Y). However, when the sectoral statistical data variables (X1), geospatial data (X2), and financial data (X3) through the Tangerang one data application (Z) have no significant influence on development planning (Y). While simultaneously, sectoral statistical data, geospatial data, financial data, and the Tangerang One Data application have a significant direct influence on OPD development planning within the Tangerang City Government with a correlation coefficient value of 88%. The research method used is a quantitative survey with a causality approach. The research sample was selected using the stratified random sampling method, and data were analyzed using the SPSS (Statistical Package for Social Science) program, including t-tests and F-tests. The results show that partially, leadership style (t test = 118.636), work motivation (t test = 53.589), and work environment (t test = 159.118) each have a positive and significant influence on the performance of teachers and employees. Simultaneously, leadership style, motivation, and work environment also have a positive and significant influence on performance, as proven by the F-count value of 25.861 being greater than F-table. The research employed a quantitative approach with a survey method. The population consisted of 34 teachers, and data were collected through a Likert-scale questionnaire. Validity and reliability tests indicated that all instrument items were valid (corrected item-total correlation &gt;= 30) and reliable (Cronbach’s Alpha 0.915). Data analysis was conducted using multiple linear regression. The results revealed that simultaneously, the three independent variables had a significant effect on learning effectiveness (R²=0.792; F=36.812; Sig.=0.000). This study aims to analyze the effect of guidance from the government, the Indonesian Hotel and Restaurant Association (PHRI), and other stakeholders on employee retention, with training as an intervening variable. A quantitative approach was used by distributing questionnaires to 118 respondents, then processed using SPSS software. The results show that the guidance from the government and PHRI has a direct, positive, and significant effect on employee retention. Stakeholder guidance does not have a direct significant effect, but it has a significant indirect effect through training. Simultaneously, all three forms of guidance positively contribute to retention. Training was found not to mediate the effect of government and PHRI guidance, but it fully mediates the effect of stakeholder guidance. This concludes that training is a crucial path in the effectiveness of external guidance. Data were collected through in-depth interviews, direct observation, and documentation involving laboratory personnel and investigators. The findings reveal that four of the five service quality dimensions are well-implemented. Reliability is reflected in the staff's ability and accuracy in conducting evidence examinations. Assurance shows that personnel possess high competence and instill confidence in investigators. Tangibles indicate that facilities and laboratory equipment are adequate and well-maintained. The empathy dimension reveals the staff’s concern for the needs and challenges faced by investigators. However, the responsiveness dimension still needs improvement, particularly in terms of timely and accurate responses to service requests, which are hindered by administrative processes and workload constraints. The study concludes that the overall service quality at Puslabfor is satisfactory. Improving the responsiveness dimension is essential to enhancing service efficiency and investigator satisfaction. This study aims to provide an in-depth analysis of how the principal of SMA Bina Mandiri Teluk Pakedai, located in Kubu Raya Regency, implements their role as a manager and motivator in improving teacher performance. It also explores the strategies employed to overcome various challenges, as well as assesses the effectiveness of such roles within the real context of a private school situated in a remote area. This research adopts a descriptive qualitative approach, utilizing in-depth interviews, participatory observation, and documentation as data collection techniques. Informants include the principal, teachers, vice principal, school supervisor, and foundation chairperson. The findings reveal that the principal adopts a collaborative approach in human resource management and motivational strategies based on role modeling and personal communication. However, institutional limitations remain, including the absence of a data-driven evaluation system and a structured reward mechanism. The effectiveness of the principal's leadership is reflected in improved teacher discipline, loyalty, and participation, although professional development efforts continue to face significant barriers. Teacher performance is a crucial factor in achieving educational goals and is affected by workplace conditions, welfare, and psychological aspects. The study was conducted in Kajoran District, Magelang Regency, involving 75 teachers from public elementary schools selected using purposive sampling from a population of 299 teachers. This quantitative study employs an ex post facto method. Data were collected using a structured questionnaire that had been tested for validity and reliability. The data were analyzed using multiple linear regression with SPSS version 30. The findings reveal that school culture, welfare, and job satisfaction simultaneously have a positive and significant effect on teacher performance. Partially, each of these variables also significantly influences performance, with school culture having the highest contribution. The study is motivated by challenges in optimizing teacher performance and the role of Teacher Working Groups, which have not yet reached their maximum potential. This research employs a qualitative approach. Data were collected through in-depth interviews, observations, and documentation from various sources, including Guru Penggerak, school principals, heads of Teacher Working Groups, teacher members of KKG, and representatives from the Bogor Regency Education Office. The findings reveal that Guru Penggerak applied transformational leadership strategies through the delivery of an inspiring vision, teacher empowerment, strengthening collaboration, as well as reflective and innovative learning practices. These strategies had a positive impact on increasing teachers’ active participation in learning communities, enhancing pedagogical competence, and improving the quality of teachers’ performance in designing and implementing learning activities. The Teacher Working Group functions as a strategic forum for the sustainable professional development of teachers. Data credibility and validity were tested using triangulation, specifically both technical and source triangulation. The research findings indicate that the Village Head possesses inadequate competence in village development planning. Inconsistencies were found among planning documents, along with minimal official documentation, and a lack of utilization of the village information system. In terms of technical and managerial skills, the Village Head demonstrated initiative but still faced administrative constraints, weak team coordination, and limitations in technology use. Regarding attitude, the Village Head showed commitment and responsibility toward development, but challenges persisted, including local political pressure, low community participation, and minimal involvement of vulnerable groups in planning. The conclusion of this study is that the Village Head's competence is at a basic functional level and is not yet professionally and systematically structured. This study uses a qualitative approach with data collection techniques through in-depth interviews with various stakeholders, including the Public Works and Spatial Planning Agency (PUPR), the Regional Development Planning Agency (Bappeda), the Investment and One-Stop Integrated Services Agency (DPMPTSP), the Transportation Agency, the Public Order Agency (Satpol PP), and representatives from private utility network providers. The results show that Collaborative Governance in the implementation of utility network infrastructure in Tangerang City faces various challenges, such as a lack of initial coordination, differences in regulatory interpretations, and obstacles in policy integration between agencies and the private sector. However, several strategies have been implemented to improve the effectiveness of collaboration, including improved cross-sector communication, regulatory alignment, and the use of digital technology in the planning and supervision of utility network infrastructure. The conclusion of this study emphasizes that the success of Collaborative Governance is highly dependent on the active involvement of all stakeholders, transparency in policies, and a shared commitment to maintaining the sustainability of utility network infrastructure. The data sources for this study are the Tangerang City Metro Police Traffic Unit, Gakkum Unit, Dakgar Division and also the Tangerang City Community. This research technique was carried out by means of in-depth interviews, observations and documentation studies. This study uses the Van Meter and Van Horn policy implementation theory, with the following results: (1) The standards and objectives of the E-TLE policy are still ineffective, this is because even though standardization has been determined based on regulations and laws, the consistency has not been implemented properly. (2) The resources for the implementation of E-TLE in Tangerang City are considered ineffective because many human resources, namely staff from the Dakgar, have not received training, the budget is still inadequate and there is still a lack of equipment to support the implementation of electronic ticketing in Tangerang City. (3) The organizational characteristics in terms of SOPs are in accordance with applicable regulations and are well implemented by officers, but there are still misinterpretations from the Tangerang City community regarding its implementation. Regarding fragmentation, officials have understood their respective job descriptions and have implemented them, but not all have been able to carry out their roles optimally. (4) Inter-organizational communication has been well established with officials, especially the Tangerang City Metro Police Traffic Unit staff, but in communication with the Tangerang City community, many still do not understand what electronic ticketing is. (5) The disposition (nature of the implementers) in implementing electronic ticketing is quite cooperative and also helps the Tangerang City community in confirming electronic ticketing. (6) The social and economic conditions of the Tangerang City community greatly influence the implementation of the E-TLE policy in Tangerang City. Many people still have not accepted the existence of electronic ticketing and feel indifferent to traffic order. Regarding the economic environment, it is very influential for affected communities, especially those with low incomes. This study aims to analyze the factors influencing students' interest in choosing to attend SMK NU Kertasemaya in Indramayu Regency. The research focused on five main variables: school facilities, distance, teaching quality, parental support, and school image. The research method used was a quantitative approach with a survey technique. A sample of 73 students was selected using a purposive sampling technique. Data were collected through questionnaires and then analyzed using multiple linear regression to test the partial and simultaneous effects of each variable on student interest. The results showed that all independent variables significantly influenced student interest, both partially and simultaneously. Adequate school facilities, accessible distance, good teaching quality, high parental support, and a positive school image were proven to encourage increased student interest. Thus, a school's success in attracting prospective students depends on the synergy of these various factors. This research provides a practical contribution to school administrators in formulating data-driven promotion and quality development strategies. The study used a quantitative approach with an ex post facto design and Structural Equation Modeling (SEM) analysis based on Partial Least Squares (PLS). The subjects were kindergarten teachers in Rancasari District, with data collected through a questionnaire measuring academic qualifications, achievement motivation, school climate, and teacher professionalism. The results showed that (1) academic qualifications significantly influence kindergarten teacher professionalism; (2) achievement motivation significantly influences kindergarten teacher professionalism; (3) school climate does not have a direct significant effect on teacher professionalism but plays a significant role as a mediating variable in the relationship between academic qualifications and teacher professionalism; (4) academic qualifications and achievement motivation significantly influence school climate; and (5) school climate significantly mediates the relationship between achievement motivation and teacher professionalism. These findings confirm that improving teachers' academic qualifications and achievement motivation, supported by a conducive school climate, can enhance the professionalism of kindergarten teachers. The research questions address the role of communication, resources, implementer disposition, and bureaucratic structure in implementing the P4GN program. This study employed a qualitative approach with a case study method. Data were obtained through in-depth interviews, observation, and documentation. Key informants included the Head of the BNN in Tangerang City, technical implementation staff, and representatives from the National Unity and Politics Agency (Kesbangpol). Supporting informants included community leaders, anti-drug volunteers, and neighborhood administrators from the program's target areas. The SWOT analysis indicates that the BNN in Tangerang City's P4GN program falls into Quadrant I (Aggressive Strategy), with strengths in the institutional structure, regulatory support, and the enthusiasm of implementers, as well as opportunities from technological developments, cross-sector collaboration, and increased public awareness. Challenges arise from limited resources and weak synergy between agencies. To translate the SWOT strategy into measurable operational forms, a Balanced Scorecard (BSC) approach was used. The financial perspective focuses on budget efficiency and funding partnerships. The customer perspective focuses on increasing community participation. The internal process perspective emphasizes strengthening cross-agency coordination and standard operating procedures (SOPs). The learning and growth perspective focuses on improving human resource capacity and reward systems. This study employed a qualitative approach. Data collection techniques included observation, documentation, and interviews with informants to complete the research. The theory used in this study is Edward III's theory related to policy implementation and development, focusing on communication indicators (transmission, clarity, and consistency), resources (human resources, operational budget, facilities, and authority), disposition (commitment and responsibility), and bureaucratic structure (procedures and bureaucratic order). The results of this study indicate that in the first sub-indicator, communication, namely transmission, is not optimal, while in the clarity sub-indicator, it has been running well, and consistency has not been optimal. In the second sub-indicator, resources, namely human resources, operational budget, and facilities, are still not fully maximized, while authority has been running well. In the third sub-indicator, disposition, namely commitment and responsibility, has been running effectively. Finally, regarding the bureaucratic structure, procedures have been running well, while hierarchical order has not been optimal. Supporting factors include optimal outreach from the school, effective coordination between the committee and the school, and optimal support from teachers through their skills, insights, and motivation in improving educational quality. The background to this research is based on increasing competition among Islamic educational institutions, the appeal of the government's free school program, and the shift in parental preferences toward practical, skills-based education. Babus Salam, as an Islamic boarding school that adheres to traditional values, faces the challenge of maintaining its identity while adapting to the demands of modern education. This research uses a descriptive qualitative approach with a single case study design. Data were collected through in-depth interviews with six key informant groups: the foundation leadership, the principal, teachers, alumni, active students, and parents/guardians. Data analysis used the SERVQUAL model, which encompasses the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. This analysis was combined with a SWOT analysis to identify the institution's strengths, weaknesses, opportunities, and threats. The research findings indicate that the primary strengths of Islamic boarding schools lie in their strong Islamic values, 24-hour dormitory system, charismatic kyai (Islamic teachers), and the emotional closeness between the teachers and students. However, weaknesses identified include limited sanitation facilities, a lack of air conditioning in classrooms, the absence of a formal monitoring system, and low alumni engagement. External threats include competition with modern Islamic boarding schools, the attractiveness of free public schools, negative perceptions stemming from issues at other Islamic boarding schools, and the rapid flow of information through technology. This study concludes that restoring public trust requires a comprehensive strategy encompassing improvements to physical infrastructure, strengthening managerial systems, enhancing human resource competencies, optimizing public communication, and integrating practical skills into the curriculum. The background to this research is based on persistent public complaints regarding administrative services, which are perceived as slow, non-transparent, and suboptimal in the use of information technology. The research method used is a descriptive qualitative approach, with data collection techniques through in-depth interviews, observation, and documentation studies. The research informants consisted of district officials and the public as service users. The results indicate that the quality of public services in Neglasari District has improved in terms of information transparency and apparatus discipline, but challenges remain in terms of service speed, consistency of standard procedures, and limited infrastructure. The analysis uses the service quality theory according to Zeithaml, Parasuraman, and Berry (SERVQUAL), which encompasses the dimensions of tangible, reliability, responsiveness, assurance, and empathy, indicating that responsiveness and tangible are the weakest dimensions. Furthermore, Albert S. Humbyres's theory of public service emphasizes the importance of humanistic, adaptive, and community-satisfaction-oriented services. In the context of this research, this approach still requires strengthening, particularly in terms of communication and community assistance. The study concludes that improving the quality of public services at the Neglasari District Office requires strengthening the capacity of civil servants, optimizing the use of digital technology, and consistently improving minimum service standards. Data analysis was conducted using the SWOT (Strengths, Weaknesses, Opportunities, Threats) theoretical framework and reinforced by Albert S. Humbyres's perspective on strategic alignment, which emphasizes the importance of alignment between internal organizational factors and external dynamics for effective development strategies. The results indicate that regional financial management applications have made a positive contribution to strengthening transparency and accelerating administrative processes, although obstacles remain such as limited human resources, the need for technological infrastructure improvements, and resistance to adapting to new systems. Opportunities can be maximized through collaboration between regional agencies and the utilization of information technology developments, while external threats can be minimized by strengthening data security policies and risk management. The research conclusions confirm that the development of regional financial administration and accountability applications plays a crucial role in improving the accountability of regional budget management. The research method employed a qualitative approach, with data collection techniques including observation, in-depth interviews, and documentation studies. The results indicate that PATEN implementation in Cibodas Subdistrict is quite effective in facilitating administrative services to the public, particularly in the areas of licensing and population matters. Success factors are supported by clear regulations, the use of Tangerang Live application technology, and support from subdistrict officials. However, this study also identified several obstacles, including limited human resources, minimal public outreach, and limited supporting infrastructure. These obstacles impact the achievement of expected service standards. Academically, this study confirms the relevance of the Van Meter and Van Horn model, where resources, inter-organizational communication, and implementer attitudes are the most dominant factors in determining implementation effectiveness. Stunting is understood as a multidimensional issue that cannot be addressed sectorally but requires collaboration across actors, including government, community, and non-governmental organizations. This study employed a qualitative approach, collecting data through in-depth interviews, observation, and documentation. The informants included local government officials, health workers, Posyandu (Integrated Service Post) cadres, the Family Welfare Movement (PKK), and community leaders. The results indicate that the initial conditions for stunting reduction in Karawaci were characterized by limited resources and differing interests, but were driven by the urgency of the problem and the political commitment of the city government. Facilitative leadership implemented by the sub-district head and relevant agencies was a driving factor in cross-sectoral coordination. Institutional design remained weak because formal forums were not yet fully institutionalized, so collaboration relied more on social networks. The collaborative process has built trust, intensive communication, and shared understanding, despite challenges such as inaccurate data. Intermediate outcomes are seen in increased public awareness and increased coverage of nutrition services, while long-term outcomes still face challenges in policy sustainability and consistent resource support. The conclusion of this study confirms that Collaborative Governance in stunting reduction in Karawaci District is already underway, but remains fragmented and requires stronger institutionalization to ensure program sustainability. This study used a quantitative approach, collecting numerical data through questionnaires and analyzing it using statistical methods, involving a sample of 100 participants. Structural Equation Modeling (SEM) was used to validate the relationships and influences among the variables. The findings indicate that business regulations influence entrepreneurial interest. The T-statistic value was 3.427 &gt; 1.967 with a significance value of 0.001 &lt; 0.05. Entrepreneurship education also influenced entrepreneurial interest, with a T-statistic value of 2.794 &gt; 1.967 with a significance value of 0.005 &lt; 0.05. The social support variable has an influence on Entrepreneurial Interest, which is indicated by a T Statistic of 2.831 &gt; 1.967 and a significance value of 0.005 &lt; 0.05. The self-efficacy variable influences entrepreneurial interest, with a T Statistic of 2.542 &gt; 1.967 and a significance value of 0.011 &lt; 0.05. The business regulation variable influences self-efficacy, with a T Statistic of 3.128 &gt; 1.967 and a significance value of 0.002 &lt; 0.05. The entrepreneurship education variable influences self-efficacy, with a T Statistic of 2.988 &gt; 1.967 and a significance value of 0.003 &lt; 0.05. The theoretical basis of this research draws on William N. Dunn's (2003) theory of public policy evaluation, which encompasses effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy as criteria for policy analysis. Furthermore, the concept of public administration proposed by George J. Gordon and the public management theory of Shafritz &amp; Russell are used to understand the role of public organizations in regional tax management. The definition of regional taxes refers to Mardiasmo (2011) and the provisions of Law Number 1 of 2022 concerning Central and Regional Financial Relations. The results of the study indicate that regional tax policies play a strategic role in strengthening regional fiscal capacity, particularly in the restaurant, hotel, and street lighting tax sectors. However, its implementation still faces obstacles such as low taxpayer compliance, limited human resources, and suboptimal technology utilization. Therefore, strengthening fiscal policy, modernizing tax administration, and synergy between stakeholders are needed to increase the effectiveness of local revenue (PAD) collection.
