PENGARUH KOMPENSASI DAN LINGKUNGAN KERJA TERHADAP KINERJA MELALUI KEPEMIMPINAN SEBAGAI VARIABEL INTERVENING PEGAWAI BAWASLU KOTA BALIKPAPAN
Abstract
This study aims to analyze the influence of compensation and work environment on employee performance at the Election Supervisory Agency (Bawaslu) of Balikpapan City, with leadership as an intervening variable. The research is grounded in the critical importance of effective human resource management to support the institutional functions of electoral oversight. The core issue addressed is the extent to which fair compensation, a conducive work environment, and effective leadership impact employee performance. A quantitative research method was applied using a survey distributed to the entire population of Bawaslu Balikpapan employees, totaling 132 respondents, employing a saturated sampling technique. Data were analyzed using path analysis to test both direct and indirect relationships among variables. The findings reveal that compensation and work environment significantly affect employee performance directly, while the indirect effect mediated by leadership is statistically insignificant. These results suggest that leadership, particularly within public institutions such as Bawaslu, requires strategic enhancement to effectively mediate organizational policies related to compensation and work environment improvement. This study contributes theoretically to the development of employee performance models in the public sector and offers practical implications by providing strategic recommendations for strengthening compensation systems, improving work environments, and enhancing leadership quality to support overall organizational performance
