Abstract

This study aims to analyze the effectiveness of the Micro, Small, and Medium Enterprises (MSMEs) mentoring program in Bangka Belitung Islands Province in promoting the progress and independence of business actors. MSMEs play a strategic role in regional economic growth, but still face structural and operational constraints such as remote MSME locations across island areas, low education levels among business actors, and a limited number of MSME mentors. This study employed a descriptive qualitative approach with data collected through in-depth interviews, observation, and documentation study with agency leaders, division heads, mentor consultants, and MSME actors. The results revealed that: (1) The planning concept of the mentoring program implemented by the Office of Cooperatives and MSMEs of Bangka Belitung Islands Province refers to Decree (SK) and job descriptions for each consultant, but the planning process remains top-down and lacks standardized written mentoring modules; (2) The implementation of mentoring contributes positively to basic management knowledge, business legality, financing, and entrepreneur motivation, but remains uneven as activities concentrate near office locations; and (3) Major obstacles include a limited mentor count (7 mentors), geographical barriers, low digital literacy among business actors over 40 years old, and limited operational budgets. The agency is advised to develop standardized practical mentoring modules and leverage digital information systems for wider reach.
