PENGARUH KOMITMEN MANAJEMEN, PROSEDUR HSSE DAN PENGENDALIAN RESIKO TERHADAP PENERAPAN PROGRAM KESEHATAN DAN KESELAMATAN KERJA PEGAWAI PT SUCOFINDO CABANG BALIKPAPAN
Abstract
This study aims to analyze the impact of management commitment, HSSE (Health, Safety, Security, and Environment) procedures, and risk control on the implementation of Occupational Health and Safety (OHS/K3) programs among employees of PT Sucofindo Balaraja/Balikpapan Branch. A quantitative causal research design was applied using an explanatory survey method. The population comprised all 449 employees of PT Sucofindo Balikpapan Branch, from which a sample of 212 respondents was selected using Proportionate Stratified Random Sampling based on Slovin's formula (5% error margin). Data were collected via a 5-point Likert scale questionnaire, validated for accuracy and reliability. Statistical analysis was performed using SPSS, encompassing descriptive statistics, classical assumption tests (normality, multicollinearity, Glejser heteroscedasticity, and Durbin-Watson autocorrelation), multiple linear regression analysis, partial t-tests, simultaneous F-tests, and coefficient of determination (R²) analysis. The results revealed that: (1) Management commitment has a positive and statistically significant partial effect on OHS program implementation (B = 0.278; t = 2.653; p = 0.009 < 0.05); (2) HSSE procedures have a positive but statistically non-significant partial effect (B = 0.169; t = 1.529; p = 0.128 > 0.05); (3) Risk control exerts a positive and statistically significant partial effect as the most dominant predictor (B = 0.404; t = 6.282; p = 0.000 < 0.05); and (4) Simultaneously, management commitment, HSSE procedures, and risk control significantly influence OHS program implementation with an Adjusted R² of 0.704 (70.4%). Management is advised to prioritize field risk control hierarchy reviews and strengthen safety leadership.
