Abstract

Stunting remains a critical public health challenge in Indonesia, including in Tangerang City. This study aims to empirically analyse the influence of health education, socioeconomic status, and the quality of family planning (PKB) counsellors on reducing stunting risk, while examining communication access as a moderating variable. A quantitative causal approach using Partial Least Squares - Structural Equation Modelling (PLS-SEM) via SmartPLS was conducted. The population comprised all 122 family planning counsellors in Tangerang City. Using simple random sampling based on Slovin's formula (5% margin of error), a sample of 99 respondents was established. Data were collected using a closed 5-point Likert scale questionnaire validated for reliability and convergent/discriminant validity. Statistical results revealed that (1) health education has a direct, positive, and significant effect on stunting risk reduction (Path Coefficient = 0.4829, t = 5.6549, p = 0.000); (2) socioeconomic status has a negative, non-significant direct effect (Path Coefficient = -0.0664, t = 1.0430, p = 0.297); (3) family planning counsellor quality has a positive, non-significant direct effect (Path Coefficient = 0.1219, t = 1.8757, p = 0.0608); (4) communication access directly has a positive and significant effect on stunting reduction (Path Coefficient = 0.3793, t = 4.6192, p = 0.000); and (5) communication access significantly moderates the relationship between counsellor quality and stunting risk reduction negatively (Path Coefficient = -0.1522, t = 2.7612, p = 0.0058), whereas moderating effects on health education and socioeconomic status were non-significant. The structural model demonstrated strong predictive power with an R-Square of 0.6658 (66.58%) and a Q-Square of 0.4819.
