ANALISIS PERSEPSI KARYAWAN TERHADAP IMPLEMENTASI MODEL HARVARD HRM DALAM PEDOMAN SDM YAPI AL AZHAR
Abstract
This study aims to analyse employee perceptions regarding the implementation of the Harvard Human Resource Management (HRM) model within the Human Resource guidelines at Yayasan Asrama Pelajar Islam (YAPI) Al Azhar. A descriptive qualitative approach was employed to explore how the four core components of HR Outcomes (4C: Commitment, Competence, Congruence, and Cost-effectiveness) are perceived by staff members and integrated into organisational policies. Data were collected through in-depth interviews with 8 key informants, including foundation executives, HR managers, administrative heads, and teachers/staff across educational units (TKIA 13, SDIA 13, PG Sakinah, and RA Sakinah), complemented by direct observation and document analysis of the HR Guidelines and YAPI's Strategic Plan (RENSTRA). Data analysis followed the Miles, Huberman, and Saldana interactive model, with data trustworthiness established through source and method triangulation. The findings reveal that YAPI Al Azhar has successfully embedded the Harvard HRM framework into its organisational practices. Regarding commitment, fair welfare policies, incentive schemes, and monthly spiritual/professional guidance foster strong affective commitment and staff loyalty. In terms of competence, routine internal training and benchmark studies effectively enhance daily operational skills, although specialised managerial training requires further expansion. For Congruence, a high alignment exists between individual employee goals and the foundation's strategic vision, supported by transparent dialogue. Finally, for cost-effectiveness, HR practices are managed efficiently in accordance with government labour standards and Good Corporate Governance (GCG) principles without overburdening student fees. Nonetheless, challenges remain regarding the need for individual performance-based rewards and streamlined health benefit administration.
