PENILAIAN KINERJA DAN KOMPENSASI TENAGA PENDIDIK DI RUMAH TUMBUH KEMBANG AL-BIRRU KOTA BUKITTINGGI DAN KOTA PAYAKUMBUH SUMATERA BARAT
Abstract
This study aims to analyse the planning, implementation, and utilisation of teacher performance evaluations and their integration with the compensation system at Rumah Tumbuh Kembang Al-Birru operating in Bukittinggi and Payakumbuh, West Sumatra. Using a qualitative multi-site case study approach, data were gathered through in-depth interviews with the primary informant (Director of PT Albirru Twin Roses), key informants (unit leaders), and additional informants (educators), combined with field observations and document reviews. Findings reveal that although Standard Operating Procedures (SOPs) exist, performance planning and implementation remain qualitative and observational without standardised evaluation forms or systematic written documentation. The utilisation of evaluation results for compensation is limited to attendance-based bonuses and working hours rather than basic salary adjustments or qualitative merit recognition. Key constraints include the absence of standardised quantitative appraisal forms, leadership time constraints, and a lack of administrative tracking systems. The study emphasises the need for an objective, documented, and merit-based performance evaluation and compensation framework.
