Abstract

Development programs implemented in Indonesia and around the world have had an impact on economic and social growth which is part of the nation and state development process. The economic growth that occurs as a result of the development process also has an impact on economically weak groups with the emergence of urbanization from villages to cities, especially among economically weak groups including street children, homeless people, beggars and buskers due to their inability to compete and the weakness of their human resources and the lack of open access. employment opportunities for them. In the context of the Constitution, Article 34 paragraph 1 of the 1945 Constitution states that the poor and neglected children are cared for by the State. The Tangerang City Government, as one of the cities that has an impact on the flow of urbanization, has very good attention in the development and empowerment of children. street children, homeless people, beggars and buskers with the enactment of Regional Regulation number 5 of 2012 concerning the development of street children, homeless people, beggars and buskers where this regional regulation aims to ensure that street children, homeless people, beggars and buskers can live with dignity and benefit. Seeing the above, the researcher would like to made a positive contribution by conducting research "Implementation of Regional Regulation Number 5 of 2012 concerning the Development of Street Children, Homeless People, Beggars and Buskers in the City of Tangerang using a theoretical approach to the policy implementation model from Merillee S. Grindle. The success of policy implementation is largely determined by the level of implementability of the policy itself, namely Content of Policy and Context of Policy, Grindle (1980). The aim of this research is to determine the effectiveness of the implementation of Regional Regulation Number 5 of 2012 concerning the Development of homeless street children, beggars and buskers. From The results of this research are that the implementation of regional regulation number 5 of 2012 concerning the development of street children, homeless people, beggars and buskers has gone well but there are several things that must be optimized, namely the role of the community, the private sector, universities in the development and empowerment program. The impact of the implementation of this regional regulation. reducing the number of street children, homeless people, beggars and buskers who are active on the streets.
